Europa midis nesh po edhe kaq larg nesh

Sot, ambasadori i BE ne Shqiperi Helmuth Lohan, foli ne universitetin e Vlores per procesed integruese te Shqiperise ne BE, ne kuader te forumit te UV per dialog ne temat nderkombetare me titull: “EU, between me and you”.

Midis te tjerash ambasadori Lohan permendi faktin qe mbi 90% e Shqiptareve e mbeshtesin antetaresimin e mundshmem te Shqiperise ne BE mirepo shume pak e kuptojne se cilat jane konditat qe duhen plotesuar per te arritur kete objektiv.

Duke u zgjeruar me shume ne temen nr 25 te pyetesorit te BE, qe ka lidhje me Arsimin dhe Shkencen, Zoti Lohan tha se ne Shqiperi ka “nje oreks te tepruar per diploma universitetesh.”, “Madje, ” – vazhdoi ai, ” nje i ashtuquajtur _universitet_ u hap para nje jave afer shtepise sime ne nje godine banimi. Une mendoj se shume shpejt shqiptaret do ta kuptojne se cfare do te thote te krijosh nje arsim te larte qe krijon cilesi dhe jo sasi. Qe ne te ardhmen diplomat e leshuara nga universitetet shqiptare te njihen edhe ne Europe.” me tej zoti Lohan gjithashtu foli mbi lirine akademike per te cilen kaq shume kemi luftuar ketu ne UV  keto dy vjetet e fundit me bojkote dhe protesta. “Liria akademike eshte nje parim themelor jo vetem per zhvillimin e nje institucioni te arsimit te larte, por edhe per zhvillimin e ndergjegjes qytetare te nje vendi. Prandaj eshte nje kusht themelor per arritjen e standarteve te BE”.

Mendoj se ky eshte nje sinjal i qarte ndaj politikes qeveritare shqiptare se masivizimit te arsimit  larte, shtypjes se lirise akademike te universiteteve publike sic eshte ai i Vlores, dhe ne pergjithesi ndaj degradimit total te arsimit te larte qe kane sjelle politikat shteterore te arsimit keto 20 vjetet e fundit.

Pedagoget tashme do te vleresohen nga studentet e tyre. Ndersa deri tani jane vleresuar studentet, tashme do te ndodhe e kunderta. Per here te pare ne Universitetin e Tiranes do te kete nje perfshirje te studenteve ne vendimmarrje, si dhe ballafaqimin e personelit akademik me te rinjte.
Pyetesori
Ne fillim te ketij viti akademik, ka qene rektori i UT-se, Dhori Kule i cili ka pohuar se studentet do te vleresojne pedagoget e tyre. Sipas rektorit Kule, studentet jane ne qender te universitetit dhe per kete arsye strukturat drejtuese te tij, duhet te angazhohen per te krijuar te gjitha kushtet e pershtatshme per studentet. Per kete arsye, duke marre per baze modelet e suksesshme anglosaksone dhe te Evropes Kontinentale, Kule ka paralajmeruar se studentet do te vleresojne pedagoget e tyre dhe modulet mesimore, ne cdo fund-semester, si menyra me e mire per te mundesuar “feedback”-un (“prodhimin”) e studenteve, ndaj dijeve qe ata marrin. “Ne fund te semestrit te pare te ketij viti akademik ne te gjitha lendet e te gjitha departamenteve te Universitetit te Tiranes, studentet do te plotesojne nje pyetesor dhe do te vleresojne pedagoget e modulet. Ne deshirojme qe me kete risi, edhe ato elemente te sistemit lindor qe kane mbetur ne sistemin tone arsimor, te zhduken dhe te permiresohen nepermjet ketyre pyetesoreve”, ka thene rektori Kule.
Pyetesoret
Pas plotesimit, pyetesoret per pedagoget dhe lendet perkatese do te depozitohen ne zyren e cdo dekani, per t’u percjelle me pas drejt rektorit te Universitetit te Tiranes. Nepermjet kesaj metode, rektori i Universitetit te Tiranes, Dhori Kule, kerkon te marre nje informacion te sakte per cdo pedagoge qe eshte ne varesi te tij. Nderkohe qe kjo menyre vleresimi parashikohet te jete e dobishme edhe per qindra studente, qe vijojne studimet e larta ne fakultetet e ketij Universiteti, te cileve shpeshhere iu eshte dashur te ballafaqohen me sjellje dhe vleresime qe si kane merituar nga pedagoget. Pikerisht kjo situate e vazhdueshme ne cdo universitet te vendit, ka bere qe te merren masa per zgjidhjen e saj dhe Universiteti i Tiranes eshte i pari institucion qe e ka ndermarre per here te pare kete iniciative. Madje, ekzistojne edhe mjaft raste kur studenteve iu eshte dashur ta marrin me leke provimin, dhe kjo jo gjithmone per shkak te veshtiresise se tij, por te pedagogeve.

Shnderrimi i universiteteve publike shqiptare ne “universitete bonsai”

Bonsai eshte nje element i kopshtarise kineze, me ane te te cilit kultivohen peme ne miniature.

Fidaneve te pemeve u shkurtohen me gershere 1/3 e rrenjeve dhe 2/3 e gjetheve dhe degeve. Me pas fidanet e krasitur mbillen ne vazo te vogla lulesh dhe mbahen gjalle me pleherim e ujitje. Ideja e bonsait eshte ta mbash pemen ne permasa te vogla e te mos e lejosh ate kurre te rritet, duke perftuar keshtu nje peme me te gjitha funksionet e saj, por ne vend qe te jete e larte 3 metra, te kete te njejten forme ne nje madhesi prej 10 centimetrash. Kjo realizohet duke shkurtuar ne maksimum cdo syth te ri qe pema cel, ne menyre te perditshme.

Filozofia e administrates qeveritare shqiptare per arsimin publik universitar ngjason ne menyre te pameshirshme me kopshtarine bonsai.

Ja me se fundi, del nje universitet ne Shqiperi, i cili realizon me te vertete nje permiresim rrenjesor dhe te dukshem te standarteve te mesimdhenies, duke e shfaqur vleren e vet dhe prestigjin e arsimit shqiptar ne podiume nderkombetare. Me se fundi del nje universitet ne zemer te Shqiperise, i cili matet me universitete te botes dhe barazohet me ta. Del nje universitet ne Vlore, i cili delegon anetare te stafit pedagogjik ne simposiume e konferenca nderkombetare, qe botohet ne revista shkencore boterore me faktor te larte impakti dhe i ben shkencetaret e botes te kujtohen qe ka arsim te larte ne Shqiperi. Del nje universitet publik qe bulezon sythe e projekton kampuse per te shtrire deget e veta, qe permireson programe e seleksionon stafin pedagogjik duke e filtruar ate ne menyre strikte sipas kritereve te ligjit, per te optimizuar pozitat e veta per akreditim nderkombetar, arritje kjo qe do te qendronte ne krye te listes se mburrjeve te cdo qeverie, te cfaredo lloji qofshin – me perjashtim te qeverise shqiptare.

Ne vend qe te hapet vend e te inkurajohen iniciativat, te krijohen hapesira e te ndihmohen reformat, te tregohet si model per universitete te tjera e te dekorohen flamurtaret, Universitetit te Vlores i priten deget e i pergjysmohen rrenjet, i bllokohen rrogat e i anullohen promovimet, i kthehen mbrapsht programet e i refuzohen projektet. Ne vend qe te konsiderohet nje gur i cmuar ne kuroren e arritjeve kombetare, trajtohet si shqetesim fakti se ky universitet po ben nje hije te madhe. Behet cmos qe ky universitet te mos rritet. Behet cmos qe Universiteti i Vlores te shnderrohet ne nje universitet bonsai.

Mbetem ne kureshtje te shoh a ka me shprese per Shqiperine.

Getting rid of corruption and nepotism

University of Vlora is steadily raising the bar of competence based learning, by fiercely combatting educational corruption and setting international standards for faculty performance and professional development.

Differently from all other higher education public institutions in Albania, the University of Vlora is striving to detach itself from the traditional old-system teaching mentality and methodology, managing through many struggles to be the first public university that is uninfluenced by the pressure of corruption and nepotism, and headed towards internationalization based on western standards.

The reassessment of institutional effectiveness

For the past two years, University of Vlora has undertaken a systematic and wide-ranging reassessment of institutional effectiveness and reengineering of its educational and administrational practices. The recent implementation and development of SIUV, the University of Vlora Information System, has allowed the institution to design and develop Intranet applications to provide a framework for knowledge management within the institution. The university’s key achievements with the introduction of SIUV include the following:

  1. improvement of access to university information;
  2. improvement of institutional decision-making;
  3. improvement of communication among administration and faculty for collaboration and cross-fertilization of ideas.

Realising the impossible

Bill Weldon, the author of the book “Considerations for Higher Education Systems in Post-Communist Societies: A Current Look at Czech Higher Education” (Weldon 2003), talking about the current state of the post-communist Czech higher education, wrote:

‘Higher education needs a champion. Within it there exists an apparent ambiguity of leadership. Leadership by committee, like a Rectors Conference, or leadership by influence, like some individual educators, is muddled in a confusion based on a lack of clearly defined leadership principles.’

The same concept that Weldon mentions applies to the post-communist Albania. Without a clearly defined set of leadership principles that distances itself radically from corruptive practices, it is impossible to make progress, because for every single step forward there will be an equal number of steps backward.

Post-communist countries in particular need this champion type of determined and well-defined leadership that Weldon mentions in order to really be able to move ahead and make progress. Public opinion generally places the blame for slow progress on the character and ability of the university community of faculty and students, but what has been happening at the University of Vlora in the last two years can completely prove that opinion wrong.

With the change in leadership at the January 2008 elections for the new university president, a series of radical reforms began to revolutionize the entire education system at the University of Vlora. The election of Prof. Dr. Tanush Shaska as Rector, an academic and well-known scholar with a vast career and training in western universities, brought to the university a new era of authenticity in scholarship and education.

The reforms were well planned and designed to be effective in a short amount of time, aiming to improve the system in three aspects:

  • by raising educational standards
  • by improving efficiency in administration
  • by encouraging research and scholarship

The reforms up to date have been much more successful than what the students, the media the community had predicted or expected, by showing thus that the professors at the University of Vlora, including what is considered the older generation, are capable of change, able to keep up with the fast pace and high energy-consuming and time-demanding activities, if given the right kind of leadership.

Introduction of a new and improved IT service

The internet services were introduced at the University of Vlora in 2001, but IT staff was not included in the budget so the very small number of computers at the university was often virus stricken or non-functional. In February 2008 a special focus of the educational reforms taken by the president of the University was a total renewal of the University access to the internet and the creation of an IT office.

During 2009 more installations have been taking place. A complete local area network (LAN) installation was accomplished linking more than 100 computers and a proportional number of peripherals like all-in-one printers, photocopiers and scanners. LAN access was provided to all college buildings for almost every department office. More computers and peripherals were installed. The internet service which was initially introduced to the University in 2001 had one dial up line which was used to connect the lab computers and some of the offices to the internet. The speed of the dial up line was not more than 50 Kbps and because of the huge amount of traffic and poor computer management and protection, problems occurred very frequently.

In 2008 the University administration agreed to financially support a bigger bandwidth, and 256 Kbps internet line was installed. Almost at the same time with the installation of the bigger bandwidth, wireless connectivity within the University buildings was introduced to the existing network, providing a versatile connectivity solution for those who use a laptop computer.

University of Vlora: Championing the Cause of Quality in Education

Starting in January 2008, the University of Vlora is applying a modernization agenda through curricular and governance reforms, causing changes that are shaping themselves into an era of progress and rapid development and planting a pioneer flag in the quest for quality in Albanian higher education.

Differently from all other higher education public institutions in Albania, the University of Vlora is striving to detach itself from the traditional old-system teaching mentality and methodology, managing through many struggles to be the first public university that is uninfluenced by the pressure of corruption and nepotism, and headed towards internationalization based on western standards.

The introduction of ICT (Information and Communications Technology) at the University of Vlora is transforming education at its core. The value of an effective knowledge management and the fostering of communication and exchange of information amongst administration, faculty, and students is being proven to be a vital key to the university functioning, development, and success.

Compared to only four semesters ago, when every piece of information, official or not, was transmitted by word of mouth and very few people knew how to use a computer, the University of Vlora now has completely a different face. The interesting thing is that the same people that not too long ago seemed to be unable to contain and let alone bring to life such a revolution, are now the ones who are keeping the whole system alive and working.

Zoti Minister!

Kohet e fundit Universiteti i Vlores ka bere ndryshime rrenjesore ne lidhje me cilesine. UV eshte i vetmi universitet qe ka mposhtur perfundimisht korrupsionin. Eshte i vetmi universitet qe ka informatizuar plotesisht sistemin e regjistrimeve dhe te administrimit

te brendshem. Per te vazhduar ne kete rruge ne kerkojme impenjimin tuaj per zgjidhjen e disa problemeve qe pengojne zhvillimin e UV:

1. Promovimi i stafit pedagogjik: UV ka ne perberjen e stafit pedagogjik per cdo vit me shume se 10 profesore vizitore nga vende te ndryshme te cilet transferohen ne Vlore dhe japin mesim ne kurset e DND. Universiteti i Vlores eshte i vetmi qe ofron nje cikel cilesor studimi per Doktorature ne Matematike. Keshilli i Profesoreve te UV perbehet nga profesore te nderuar te fushave perkatese. Mendojme se ka ardhur koha qe promovimet per titullin “Prof. As.” te behet nga Keshilli i Profesoreve i Universitetit te Vlores.

2. Ambientet e reja dhe vende pune te reja: Prej kohesh kemi kerkuar ambiente te reja dhe rritjen e organikes. Tani kjo behet jetike per te lehtesuar situaten shume te renduar qe eshte krijuar pas pranimit “te detyruar” te studenteve qe nuk plotesonin kriteret per studim ne Universitetin e Vlores. Kemi me teper se nje vit qe kemi kerkuar me ngulm nje toke per te krijuar aty Kampusin tone qe do i hapte rrugen nje perspektive shume positive per UV. Nuk kemi marre pergjigje dhe nuk dime ku kane perfunduar kerkesat tona.

3. Programet e reja: Prej kohesh kemi derguar propozimet tona per hapjen e programeve te reja dhe deri tani nuk kemi marre pergjigje. Keto programe jane teresisht te reja dhe cilesore. Permbajtja e tyre eshte ndertuar sipas standardeve nderkombetare dhe del jashte kornizave dhe interesave te personave te vecante.  Miratimin e programeve te reja, propozimet per te cilat jane derguar ne MASH ne mars te vitit 2009.

4. Autonomia e universiteteve: Vitet e fundit eshte bere pak ne drejtim te rritjes se autonomise se universiteteve. Eshte evidente se sistemi i pranimeve eshte i papershtatshem. Ngjarjet ne Universitetin e Vlores jane deshmia me e mire per kete. Persa i perket UV, nuk jane respektuar kuotat dhe ndarja sipas degeve, edhe pse e kemi ngritur kete problem vazhdimisht. Sistemi i pagesave eshte i padrejte dhe deshmia per kete jane protestat e vazhdueshme te studenteve qe “perplasen” ne dyert e UV dhe te universiteteve te tjera. Kemi propozuar vazhdimisht qe pagesa te behet ne baze te krediteve qe cdo student kerkon gjate vitit. Ka ardhur momenti per marrjen e masave progresive per te rritur autonomine e universiteteve dhe per te beret e mundur nje kompetitivitet sa me real sipas kerkesave te tregut.

Zoti Minister,

keto kerkesa ne i konsiderojme te rendesishme per te ardhmen e Universitetit te Vlores dhe jemi te vendosur qe te çojme deri ne fund rrugen qe kemi nisur. Urojme qe ndjeshmeria juaj politike dhe akademike per keto kerkesa te jete maksimale dhe se bashku te mos humbasim kohen qe eshte shume e vyer per studentet e UV.
